Building supervision
Building control is an official activity whose aim is, among other things, to promote good building practices and the implementation, development and preservation of a safe, healthy and pleasant landscape, taking into account environmental aspects.

For special reasons, the building control authority may also accept the application in another way if electronic transactions are not possible for the applicant. The transition to electronic transactions is based on the objectives of the Construction Act to promote electronic transactions and the utilization of machine-readable information. The transition to electronic transactions will make the building control authority more efficient and streamline permit processing, and electronic transactions will also give the customer the opportunity to follow the progress of the permit process from home. The transition period until the end of 2026 enables a controlled implementation.
Duties of the municipal building control authority:
- to monitor compliance with formulas
- take care of processing permits for construction and other activities
- supervise the maintenance and care of the built environment and buildings as provided for
- processing and preparation of deviation permits and design need solutions
The new Building Act entered into force on 1 January 2025.
Building permit required from January 1, 2025
- dwelling house
- an outbuilding of at least 30 square meters or 120 cubic meters in size
- a canopy of at least 50 square meters in size
- a public structure that can be used by at least five natural persons at the same time
- a mast or chimney at least 30 meters high
- an illuminated advertising device of at least 2 square meters in size
- energy well
- an area built for a specific activity that has an impact on the use of the surrounding areas.
For construction projects other than those mentioned above, the municipality may stipulate in the building regulations that a permit is not required if the project is minor.
Even if a building does not require a building permit, the following must be observed during construction:
- building regulations (for example, fire safety regulations)
- planning regulations
- building order.
The remaining building rights on the plot must also be taken into account. If the plot does not have building rights, a deviation permit is required for construction.
There is a set deadline for processing a building permit. The municipal building control authority must process the building permit application within three months. However, a building permit application for a construction project with exceptional and particularly demanding design requirements and a clean transition placement permit application must be decided within six months.
