Institutions of influence

Municipal Act and MerikarviaAccording to the municipal administrative regulations, the municipal government establishes the advocacy bodies and approves their operating rules. The advocacy bodies required by the Local Government Act include the youth council and the council for the elderly and disabled.

Advocacy bodies are channels for participation and influence of the group they represent. Their task is to convey the group's views to the municipal decision-making process. Advocacy bodies are not actual municipal institutions. They participate in decision-making through initiatives and statements. Their representatives may be granted the right to speak and be present at meetings of the institutions pursuant to a provision in the administrative regulations. An advocacy body cannot make administrative decisions that are subject to appeal, and the qualifications of its members are not regulated by law.

The advocacy body elects a chairperson, vice-chairperson and secretary from among its members. The advocacy bodies may make initiatives and proposals to various parties. A member of the body does not have to be a resident of the municipality. The composition aims for equal representation of women and men, but the requirements of the Equality Act are not directly applicable. The working methods of the advocacy body may be more free-form than those of the actual bodies and can be decided by the body itself.

The municipality must give the council for the elderly and disabled the opportunity to influence the planning, preparation, production and monitoring of the activities of the municipality's various sectors in matters that are important for the well-being, health, participation, living environment, housing, mobility, performance of daily activities or the services they need. These include matters related to the ordinary everyday life of the elderly, i.e. for example, everyday living, housing, health services and other transactions, such as the availability of shopping and the location of shops. Issues related to transport and culture are also on the agenda of the councils for the elderly.
